Corruption Prevention Commission of the Republic of Armenia

The analysis of the current situation in Armenia shows that citizens very often are not aware of the anti-corruption reforms that have been carried out, and as a result they do not use them, which in its turn leads to the reduction in the efficiency of the steps taken so far.

The participants of the discussion were introduced the draft developed by the Commission, in particular, procedure for selection of audit organizations for the purpose of mandatory audit of parties, their requirements, the selection of winning companies, the procedure for drawing lots, the criteria for evaluating technical proposals and other details about the process.

In this Memorandum IACA and CPC fixed, that the seriousness of threats posed by corruption to the security and stability of societies will be more visible as a result of joint efforts and internattional cooperation.

The purpose of the discussions was to make the process of establishing model rules of conduct for public servants more inclusive, to receive the observations and suggestions of representatives of different spheres, to ensure maximum expression of their industry experience in the final version of the document, to create public demand for the work carried out for the development of the public service integrity system.

The Corruption Prevention Commission of Armenia held a public discussion on the draft “Sources of financial resources and expenses of the parties, as well as the procedure for selecting audit firms for the purpose of auditing annual property reports and defining the requirements for them”.

The participants offered to provide monitoring as a result of the training, which will enable to measure the effectiveness of the training, its applicability, as well as to include research as a separate activity.

In order to regulate and coordinate the work with the declarants, declaration process consultants have been appointed from different departments.

The management expert thanked the developers of the draft. He noted that it was a high-level work, in which all situations were discussed in detail.

The modernization of the system is greatly aimed at automating and simplifying the whole process of declaration-analysis. In particular, filling out a declaration will not be a "headache" for declarants to fill in all the required fields at once, to think about possible omissions, whether any data subject to declaration has been omitted in the process of filling out the declaration.

During the training, international law and domestic law, "soft law" and "hard law" were touched upon. The judicial system of Germany was highlighted and embedment of international law in it.

Тhe current trends in international experience of donor coordination were presented at the workshop. The participants also discussed the details of the establishment of donor coordination platform and the creation of thematic working groups.
